Easing the Burden of Utility Relocation

Utility Work by Highway Contractor Agreement (UWHCA) is a contractual agreement between a utility owner and a highway agency which allows the agency’s contractor to relocate utilities as part of a construction project. A UWHCA takes the relocation burden away from the utility owner. The process allows the highway contractor to assume responsibility for coordinating and performing the utility relocation work.
