TBE Group Announces Management Promotions

Gwen MacArtan, SPHR, has been promoted to assistant vice president of human resources for TBE Group. Gwen has been with TBE since 2003 and has over 20 years of HR experience in various industries with over 15 years in management positions. She has been instrumental in the development of a more streamlined and efficient HR function within TBE with such innovations as: electronic/online performance review systems; integrated UltiPro HR; and payroll systems and online benefits enrollment. She has researched and made recommendations which have resulted in superior benefits at less cost to TBE and associates. She has managed the employee survey, compiled the results and identified the most important areas for improvement in order to make TBE a better place to work. She is currently leading the effort to develop a comprehensive Training and Development/Career Path Program which we expect to initiate this year. Gwen has earned the highest designation for human resource professionals – Senior Professional of Human Resources from the Society of Human Resource Management.

David O’Connor, PE, has been promoted to assistant director and remains as senior project manager in the Water/Wastewater Group within the Water Resources/Asset Management Division for TBE Group. David started with TBE in 2000 as a project engineer in the Environmental Group with time shared in the Water/Wastewater Group. David became a senior project manager and was given the lead role for the Water/Wastewater Group in the Brooksville office. He now splits his time between Clearwater and Brooksville and continues to manage engineering and design staff in Brooksville. David is a graduate of the University of Central Florida where he earned a BS in environmental engineering. He is a registered professional engineer in four states. He has been actively involved in the Florida Engineering Society and in 2003 was awarded Young Engineer of the Year by the Pinellas Chapter.
