FHWA Honors Paul Scott as Outstanding Contributor

CLEARWATER, FL – Paul Scott, PE, TBE Group’s National Utilities Liaison, has been honored by the Federal Highway Administration (FHWA) with its prestigious Outstanding Individual Contribution Award for 2007. The award was presented at the 2007 American Association of State Highway and Transportation Officials (AASHTO) Right of Way and Utilities Subcommittee Conference in Orlando, Florida, on April 30, 2007, as part of the FHWA’s 2007 Excellence in Utility Relocation and Accommodation Awards, a biennial awards program.

The FHWA developed the awards program to honor those who excel in improving utility relocation and accommodation practices. The Outstanding Individual Contribution Award recognizes Scott for his leadership, significant contributions, technical expertise, and commitment to continuously foster innovation and advance utility accommodation and relocation practices within the United States and around the world.

Scott joined TBE in 2003, after spending 33 years at the FHWA. During his final 12 years at the agency, Scott coordinated national-level utility relocation and accommodation issues, including subsurface utility engineering (SUE), and he developed and implemented utility regulations and policies. At TBE, Scott has continued his leadership role in utility coordination issues at the national level.

A professional engineer (PE), Scott is a member of the American Society of Civil Engineers (ASCE) and served as vice-chair of the committee that prepared the ASCE’s Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data. He is also chair of the Transportation Research Board’s (TRB) Utilities Committee and a member of the International Right of Way Association’s (IRWA) International Utilities Committee.
